Claiming a horse without taming

I don't think its a bug, but I was told to report it anyway. Instead of taming them legit, you can just sit on them and /horse claim

i cant see how this is a bug, its part of the in built horse commands

and comic sans is a fail of a font

I thought horses that hadn't been tamed before the horse plugin was made you could /horse claim anyway? Because no one had "claimed" them yet? That's why in /horse help it's titled "Use only if the horse belongs to you"?
