1. As soon as bukkit releases a stable 1.4.2 build and plugins we need to have updated are updated we will add the new items to the shop
2. You can put all new items in houses apart from item frames, item frames are currently not protected by worldguard so anyone can place/destroy them everywhere. They can't be placed anywhere for now.
3. You can build with the blocks, withers can not be created for now, worldguard needs to block the huge amounts of explosive damage the wither does first.
4. They can be used, apart from item frames.

If any of the new items doesn't work correctly, please post on the forums so we can try to fix it :)
