V.I.P Teleporting

I've noticed that some VIPs can teleport to players without their permission, and some have to have their permission. Could someone please explain how this works?
I'm thinking of buying VIP.

With vip they have /te yet aren't supposed to use it unless given permission by the player they wish to /te to, though a handful of vips don't respect that. Most vips do /tpblock which blocks the /te, members don't have access to it. Although the vips aren't supposed to do it some do. I am one and I used to /te to people, If you do this as a vip (/te) to a player without permission multiple times and you can report them. If players are using /te to you report them to staff and the staff will deal with the players and talk with them, if they've done it multiple times they may get their /te temporarily removed or permanently removed.
