Jail time messed up

When a player is jailed, no mater how long for, it adds an hour to the time. this hour isnt actually completed, but confuses people as they think they've been jailed for over an hour.

EG, if someone was jailed for 5 minutes, it would say they were in jail for 1 hour and 5 minutes. however they would be released after 5 minutes.
