Since now animals and villagers are guarded by wg, it is no longer necessary for a fee given for killing cats, dogs or villagers, and it actually makes it hard for the owner to get rid of them, in case of villagers going overspawned, or dogs gone stuck, or just cats which people don't want.(I know, sounds inhumane)

what if somones animal isnt in their worldguard? still allows people to kill it, and they would be able to physically push it out.

that would be a bug of the system, but the feeis given on things like wolves, villagers, and cats, which are quite easy to keep at your own wg.

You can say the same on luring creepers and blowing them out next to animals, nothing we could avoid, taking the animals out of the wg and even farther would mean you've killed them one way or another, like the way tamed horses travel half of the world and appear in random places.

in other words, grieffers already use methods that don't make them get any fees, and the owners have to call mods in order to lower the number of villagers that keep on spawning, or a dog/cat that got stuck after being away for quite a while, and such.
