No Staff Online / Available? /moderate

Wondering if this would be a option for when There are no Staff on, Having a /moderate command entered in so that certain phrases and ALL CAPS users will be entered on a list similar to /plot check but instead of plots it would be the offense the player did while there was no staff online. So for example: "JOIN MY SERVER (IP HERE)" is breaking 2 rules Caps and a Banned Phrase so when a admin/staffmember logs on it tells them that "(CustomPluginName) has warned these players for these offenses. So that IF THEY USED ALL CAPS a mod can /jail them when they are available, or if they used a banned phrase that phrase would be copied into the check command for it so that staff can check and see if the phrase is a ban / tempban.

Commands:
/moderate on (Used when the last staff member on logs off)
/moderate off (When the first moderator gets on)
/moderate check (Check warnings given to players
/moderate clear offensenumber (Clears warning)

I know someone is going to ask this so i might aswell beat them to it:

Q:If this is implemented why not have it on all the time?
A: All it would do is warn banned phrases and all caps, When staff are online they dont need to deal with the problem while being told by the plugin that "such and such player is using a bannable phrase" when its already being delt with

I love the idea of it but would be easy too bypass for example lets say F$%k is on the list, one could easily just F.$%K or F.$.%.K, so we would have to put all of those in the list for it too work, Also someone could just take a screenshot of the offender/offense and then report it or message staff on the forums. Would love to see this, because this is a good idea, but not sure how fine tuned it can be :o)

I think it may need to notify the after a certain amount of caps and different problems because if it notified staff on every caps msg it would prob spam the staff and no one would look at the notifications.

Every notification could probably go by amount of offenses such as Steve123 (1:Spamming) Steve123 (2: Spamming) Steve123 (3:Spamming, Advertising) {Tempbanned for 15m}, they would update the past notification with the most recent offense and/or punishment.

So if i had a friend called Cows_say_Meow, I could just not post it on the rulebreaking thread while they spam a ip and caps, And i would allow it since we are friends, Also not many people use the rulebreaking thread

Is there a /block feature plugin dohicky maybe? Because a lot of this seems like it revolves around spam and in general a block feature would be nice to have. Being Unable to block staff would almost have to be a thing however.
