Adding chat rules in tour area of spawn

While walking thru the tour area of spawn I noticed no where that it said No all caps in chat, nor No advertising on this server Without looking on the slap gaming website. Therefor Most people are un aware of these rules. Maybe add a small part of the tour area on the 2nd floor to Chat Rules?

We are working on adding and revamping stuff currently since a lot of stuff is missing / outdated. So I'm sure we can add this somewhere for everyone to see :3
