I believe that the arena is indeed in pvp world, but look more closely, it's in the overworld, the pvp games are hosted on another seperate world, so basicly disabling it in the pvp game world won't...

in that case we should siallow certain enchant books as well, the prices of a silk touch book are too high >.< and anyways, if someone were to beat jack and get his head, than it would definetly...
