I think /Chest should be added for VIP+ or a separate donation feature. /Chest would be a virtual chest and would be saved.
If the plugin creators don't want to create a plugin for this, there's a plugin called AlphaChest which is outdated so might have some bugs though.

I think this is going to mess with the survival aspect of the server next to that there is something like it in either the form of a enderchest or the lwc droptransfer command
